Disingtegrating States and Separatist Movements - what should be our policy?
In the past 50 years the world has seen many disintegrating states and separatist movements. Conflicts, often bloody, have occurred in Quebec, N. Ireland, Ukraine, Uighurstan, Tibet, S. Sudan, Kosovo, N. Spain, Indonesia – and elsewhere. Ambassador Kent Brown has confronted these phenomena in East Europe and the Caucasus during most of his professional life, and has dealt with governments in these areas, trying to promote the rule of law in places where it had never before existed . As a diplomat he was posted to Prague, Moscow, Vienna and at NATO headquarters. When Georgia separated from the Soviet Union he was appointed as our first ambassador there, and witnessed the violent separatist movements in Ossetia, Abkhazia, and Chechnya.
